Jessica started her career in municipal finance in 2005. She received her Bachelor of Science degree in 2005, with a major in Management and a concentration in Finance, from St. John Fisher College. She has assisted over 150 school districts within New York State in the planning, financing , and closeout of capital improvement projects. Jessica works on all aspects of capital projects, such as pre-vote impact report, Aid Ceiling analysis, the completion of required State Aid forms in support of capital project work, capital project accounting, expense monitoring and Final Cost Report Preparation. By working on the entire capital project process she is able to carefully monitor the project finances and aid ceilings throughout the project. She also provides debt service and aid projections on an annual basis for the entire length of the capital project. This allows the district to plan for the future and for any future budget or tax cap implications. Jessica also markets the note and bond issues which includes the preparation of the Notice of Sale, Official Statement, receipt of bids and the delivery of proceeds. She also works on the necessary documents for Continuing Disclosure on behalf of the firm’s clients in order to satisfy the requirements implemented by the Securities and Exchange Commission.
Jessica has worked closely with Dormitory Authority ( DASNY) on the financing of new money and refunding bond issues. Another area of focus is the planning and financing of BOCES capital projects. BOCES projects have their own unique set of circumstances and rules. She has helped many different BOCES and component districts through this complex process. In addition to this work Jessica also assists Districts with refunding bond transactions and Energy Performance Contract financings.
Jessica is designated as the Chief Compliance Officer of R. G. Timbs, Inc. She ensures the firm’s compliance with SEC and MSRB rules for Municipal Advisors.
In 2010 she completed the Dale Carnegie Skills for Success course and is a Dale Carnegie breakthrough award winner.
